Education & Qualifications:

• Bachelor’s in Engineering, Construction Management, Quantity Surveying, Law, Economics, or Business
• 7–10 years in procurement/subcontract management in UAE general contracting
• Experience with subcontractor tendering, long-lead equipment procurement, and FIDIC/EPC/Design-Build contracts
• Familiarity with UAE approvals and authority requirements
• Proficient in MS Office; fluent in English

Description
In this role you will lead and manage procurement and subcontracting activities across construction and industrial projects, ensuring cost efficiency, contractual compliance, and alignment with project timelines. You will play a key role in safeguarding the company’s commercial interests through strategic sourcing, competitive tendering, and effective contract administration. 

Role & Responsibilities:

• Develop and implement procurement and subcontracting strategies aligned with project requirements
• Prepare procurement plans, tender schedules, and sourcing strategies
• Manage full tendering cycles including RFQs, ITTs, bid evaluation, and award recommendations
• Identify, evaluate, and prequalify subcontractors and suppliers within the UAE market
• Conduct commercial and contractual negotiations to secure optimal terms
• Prepare detailed tender evaluation reports and bid comparison analyses
• Draft, review, and finalize subcontract agreements ensuring compliance with main contract requirements
• Administer subcontract agreements throughout the full lifecycle from award to close-out
• Monitor subcontractor performance in terms of cost, quality, time, and scope
• Manage variations, claims, and contractual correspondence
• Support project teams in budgeting, forecasting, and cost optimization initiatives
• Identify procurement risks and implement mitigation strategies
• Coordinate procurement of long-lead items and ensure alignment with project schedules
• Liaise with internal teams, clients, consultants, and authorities on procurement matters
• Ensure compliance with UAE regulations and authority requirements
• Lead and supervise procurement engineers and contracts specialists
• Support project close-out, handover processes, and post-completion obligations
